Who We Are

Outpost Live! is a community discovery and events platform serving the 804 area of Virginia. The platform connects residents and visitors to local events, businesses, and culture in Petersburg, Colonial Heights, Hopewell, and the surrounding region.

For-hire transportation services offered through Outpost Live! are provided directly by Sho-don Gilliam, sole proprietor, operating under Virginia Taxi Operating Authority TC 28809. Sho-don Gilliam is the owner, operator, and licensed carrier. Outpost Live! is not a Transportation Network Company (TNC), does not employ or contract third-party drivers, and does not facilitate rides between passengers and independent drivers.

Information We Collect

We collect the following categories of personal information when you use our platform:

• Identity data: Your name, as provided during verification or booking
• Contact data: Phone number and/or email address, used for ride confirmation and communication
• Location data: Pickup and drop-off addresses you provide, and optionally your device's GPS coordinates if you grant permission
• Transaction data: Ride details, booking history, and payment records
• Usage data: Pages visited, features used, and general traffic patterns for analytics purposes

How We Use Your Information

• To process and confirm ride bookings
• To send SMS or email confirmations and driver notifications
• To process payments securely via Stripe
• To maintain our client relationship and ride history records
• To improve our service and platform
• To verify your identity as a platform user
• To demonstrate verified platform traffic to potential sponsors and partners (aggregate, anonymized data only)

Geolocation Data

We request access to your device's precise location only when you actively tap the location button in our booking form.

• Your GPS coordinates are used solely to auto-fill your pickup address
• Precise GPS coordinates are never stored in our systems
• Only the resulting street address may be retained as part of your ride booking
• You may decline location access at any time and type your address manually

Sharing of Information

We do not sell, rent, or trade your personal information to third parties. We share information only with:

• Twilio — to send SMS confirmations
• Stripe — to process payments
• Supabase — our secure database provider
• Law enforcement — only when required by law

Virginia Consumer Data Protection Act (VCDPA)

As a Virginia-based service, we comply with the VCDPA. Virginia residents have the right to access, correct, delete, and port their personal data. To exercise any of these rights, contact us at (804) 790-9169.

Data Retention

We retain booking and contact information for up to 3 years. You may request deletion at any time.

Data Security

All data is transmitted over encrypted HTTPS. Payment processing is handled entirely by Stripe — we do not store credit card numbers.

Children's Privacy

Our services are not directed to individuals under 13. We do not knowingly collect personal information from children under 13.

SMS Communications

By providing your phone number and completing a booking, you consent to receive SMS messages related to your ride. Reply STOP at any time to opt out.

Terms of Service

Nature of Service

Outpost Live! is a community discovery, events, and transportation platform. All transportation services are performed directly by Sho-don Gilliam, sole proprietor, under Virginia Taxi Operating Authority TC 28809. This is a solo owner-operated for-hire car service — not a TNC, not a fleet, not a multi-driver operation.

Booking & Cancellation Policy

• A 50% deposit is required to confirm all single rides and hourly packages
• Before driver departs: No charge — full refund
• Driver en route: 25% charge of total fare
• Driver has arrived: 75% charge of total fare
• No-show after 10 minutes: 100% charge — deposit forfeited

Weekly Rider Program Terms

• Payment: Full week paid upfront before rides begin
• Discount: 15% off total fare when 4 or more days are selected. 1–3 days per week are billed at standard rates with no discount.
• Cancellation: 48-hour notice required. No partial refunds for unused days in a paid week.
• No-shows: If driver arrives and you do not come out within 5 minutes, that day is forfeited. No refund.
• Reschedules: One free reschedule per week with 12-hour notice.
• Discount stacking: Weekly 15% discount does not stack with military, veteran, or first responder discounts. The higher discount applies automatically.

Pricing

• Local Petersburg (≤7mi): $10 — 1–4 passengers / $18 — 5–6 passengers
• Mid-range 7–15mi: $15 / $23
• Long haul 15mi+: $15 + $2.25/mi / +$12 flat for 5–6 pax
• RIC Airport: $55 flat — any 804 origin, up to 6 passengers
• Night surcharge 10PM–2AM: +$5 · Late night 2AM–6AM: +$8
• Extra stop: +$3 · Wait beyond 5 free minutes: $1.50/min
• Severe weather surcharge: +$10 when the National Weather Service issues an active Severe Thunderstorm Warning or Winter Storm Warning for the Petersburg/Richmond area

Service Discounts

• Active Duty Military: 15% off (valid ID at pickup)
• Veterans & Military Spouses: 10% off (valid ID at pickup)
• First Responders: 10% off (valid badge at pickup)
• Discounts do not stack

Service Area

We serve Petersburg, Colonial Heights, Hopewell, Chesterfield, Fort Gregg-Adams, Virginia State University, and the greater Richmond metro area. Service outside this area is available by arrangement.

Passenger Capacity

Our vehicle accommodates up to 6 passengers.

Conduct Policy

We reserve the right to refuse or terminate service for disruptive, unsafe, or abusive behavior. No smoking, illegal substances, or open containers are permitted. Passengers are responsible for any damage caused to the vehicle. Biohazard/vomiting: $450 flat — non-negotiable.

Limitation of Liability

Outpost Live! and Sho-don Gilliam carry all required Virginia commercial motor vehicle insurance under TC 28809. We are not responsible for delays caused by traffic, weather, or circumstances beyond reasonable control.

Governing Law

These terms are governed by the laws of the Commonwealth of Virginia. Disputes shall be resolved in the courts of the City of Petersburg or Dinwiddie County, Virginia. Outpost Live! is the trade name of Sho-don Gilliam, sole proprietor, TC 28809.

Changes to These Terms

We may update these terms at any time. Continued use of the platform constitutes acceptance. Material changes will be communicated via SMS to registered users.
